Planning for complexity: inside a critical Middle East Automation project

Complex valve automation projects rarely go exactly to plan. The real measure of a delivery partner is often what happens when the specification changes, the schedule tightens and the original approach is no longer viable.
That was the situation HSP Valves faced on a recent emergency shutdown valve (ESDV) project for a major Middle East customer.
The original delivery strategy involved completing smaller valve automation packages at HSP’s Dubai facility, while larger valve packages, up to 48 inches in size, would be integrated at the valve manufacturer’s facility in China with support from HSP engineers.
As the project developed, and quite common in large, critical, and challenging engineered automated valve packages, the team had to include some engineering changes from the client. With our in-house engineering team, we handled this easily by quickly updating the designs, re-drafting the drawings, and obtaining approval.
The bigger challenge, however, arose when the customer’s programme became increasingly time-critical and the delivery strategy changed. HSP was asked to complete additional integration and testing in Dubai, requiring the team to reorganise the programme around a much tighter schedule.
Planning for complexity
The response relied on detailed preparation and a clear understanding of where risks could arise.
This year, shipping goods within and into the Middle East was challenging. However, with an exceptional team with extensive experience, who have moved millions of tonnes of goods over the years, we were able to handle and adapt to changes in schedules, book global freight, and track shipments, all of which feed into our planning for a project.
Before the equipment arrived, the HSP team worked through the integration process in detail - from fixtures, bolts, and flanges through to lifting requirements, testing, and inspection - ensuring all aspects were covered. Health and Safety peer reviews, supported by the wider team's experience, played a key role. Where components were subcontracted, the team checked them in advance to ensure they were ready when required.
Building, testing, and inspecting the actuators and controls before the valve arrived with the client was key to ensuring every step was planned and considered.
That planning became particularly important once the project moved into execution.
The team introduced extended working hours and night shifts where required, coordinated the handling of large valve and actuator assemblies and made full use of HSP’s recently commissioned Dubai test facility - one of the most advanced valve automation testing setups in the region.
The facility gave HSP the capability to integrate, inspect and test complex packages in-house while maintaining control of a fast-moving programme.
The result was the successful delivery of the ESDV packages to the revised schedule, with some elements completed ahead of programme.
Anticipate. Prepare. Adapt.
For HSP, the project has also become an internal benchmark for how to approach complex automation work.
The emphasis was on understanding project risks from the outset, planning thoroughly, and anticipating challenges that could affect delivery. That preparation created the flexibility needed to respond quickly when circumstances did change, without losing control of the programme.
That approach reflects a wider principle behind HSP’s valve automation capability. Complex projects require more than equipment supply. They require engineering knowledge, detailed planning, project coordination, testing capability and an understanding of where potential challenges may arise before they become problems.
For critical ESDV applications, that combination of foresight, preparation and responsiveness and experience can be just as important as the equipment itself.
