BVAA: Hotspot - Status of PCN NDT Certification Scheme and the British Institute of Non-destructive Testing (BINDT) Following Brexit
What is it?
The British Institute of Non-destructive Testing were a recognised third party organisation (RTPO) under the PED for PCN certification of NDE personnel for permanent joining. Following Brexit, as a UK organisation, they are no longer recognised under EU legislation and so cannot continue to issue PCN certification that is compliant with the PED. However, they have been appointed as a RTPO under the UK Pressure Equipment (Safety) Regulations (PER) for products placed on the market in the UK.
Why is it Important?
The document summarises the position with regard to the validity of current PCN certificates and the situation with regard to BINDT RTPO certification from the 1st January 2021. BINDT also state that they are currently engaged in negotiations with a European organisation to enable certificates to be issued by a third-party organisation, recognised by an EU Member State in compliance with the PED. The BINDT website should continue to be monitored to confirm when this agreement is in place.
The document also confirms that BINDT issued PCN certification to the requirements of ISO 9712:2012 remains valid and unaffected by changes resulting from Brexit.
